Why this changes a private-label body-care brief
A fragrance name such as citrus, tea, wood, fruit or floral is not enough for label work. The factory needs the supplier identity and exact fragrance code because two fragrances with a similar marketing description can have different allergen declarations. The buyer also needs to say where the product will be sold, who will act as the EU responsible person, and who owns the final label review.
The use format matters. A body lotion or body mist is normally discussed as leave-on, while a shampoo, body wash or cleansing bar is normally discussed as rinse-off. The threshold route therefore cannot be copied from one product to another. Factory-side action added 29 August: map each lotion variant
For a collection using one lotion base, create a separate row for every selected fragrance: base revision, supplier fragrance code, use level, finished ingredient-list review, pack reference, artwork filename and quantity. The body lotion fragrance variant sampling program now provides a dedicated buyer brief. Approval of the first scent does not approve the remaining variants.
This is a GUOCUI factory-side workflow inference, not a new regulatory deadline or a statement that any formula has passed assessment. IFRA explains that supplier conformity documentation does not replace a safety assessment. MOQ, quotation and timing remain project-specific
MOQ and quotation can be confirmed after formula, fragrance, packaging, quantity, label and shipping-plan review. A stock bottle with one approved fragrance may follow a different commercial route from several custom colors, fragrance variants, multilingual labels and cartons. Sample and production timing can be confirmed after the exact fragrance documentation, formula version and artwork responsibilities are clear.

Does “parfum” alone still cover every fragrance ingredient?
No. The Commission explains that covered Annex III fragrance allergens must also be identified individually when they exceed the applicable threshold.
